Basic Law Enforcement Certificate Program


Important! Read the following information before completing the application form. The application form can only be obtained from the police academy which you plan to attend.


What is the Basic Law Enforcement Certificate Program?
In 1993, Armstrong Atlantic State University (AASU) developed a certificate program for those candidates of the Pre-Service Program. The Pre-Service Program is for those individuals who desire training before seeking employment in law enforcement. Successful completion of the training enables individuals to become candidates for P.O.S.T. certification.

What are the eligibility requirements of acceptance to this program?
  1. The Georgia HOPE is for residents of Georgia. To establish your Georgia residence, you must be a U.S. citizen:
    1. who has been physically present in the State for at least one year, and you must be able to provide convincing evidence that your intent for the entire year has been to establish a permanent residence in the state. (Georgia Board of Regent's Policy for residency is strictly enforced.) OR
    2. Member of the military -- stationed in Georgia on active duty. You must provide a copy of your orders assigning you to a Georgia military installation and a copy of the front and back of your I.D. Card. OR
    3. Spouse or other dependents of military personnel -- if you are a spouse or a natural or adopted child or stepchild who is a dependent of a member of the U.S. military stationed in Georgia on active duty. You must provide a copy of the orders assigning your sponsor to a Georgia military installation and a copy of the front and back of your Dependent I.D. card.
  2. Males, born on or after January 1, 1960, must be registered with Selective Service.
  3. A student must not be in default on a Federal Title IV or State of Georgia educational loan nor owe a refund on a Title IV or State of Georgia student financial aid program.
  4. Applicants cannot be employees of a Georgia law enforcement agency (those which utilize the regional academy system for their required training.) Employees of the DOC are exempt from this requirement.
  5. Applicants must not have reached the HOPE "paid-hours" limit. Read the info sheet on HOPE changes

I did not graduate from high school, but have a GED. What do I do?
You will need to contact the high school you attended, and request an official transcript showing your classes and grades, starting with your 9th grade classes, along with your withdrawal date from high school. You will also need to contact the Board of Education in the state where you received your GED and request that an official transcript of your GED be sent to:

Do I have to provide original high school transcripts AND original college transcripts?
Some students do have to provide both sets of transcripts. Students who attended college, but have less than thirty (30) transferable* semester hours, have to meet freshman admission standards, which means providing the original high school transcript. (*transferable meaning that the semester hours are from an accredited university.)

Can I go to my high school/college and pick up my transcripts?
Yes, you can go to your high school/college or GED board and pick up your transcripts. For us to accept transcripts as originals - the transcripts, must be in the original sealed envelope. If you open these transcripts, they will not be considered official, and we can not accept them.

I have attended more than one (1) college. Do I have to get transcripts from each college attended?
Yes, AASU requires that we have original transcripts from each college attended.

I served in the military in the past. What documentation is needed?
Please provide a copy of your DD214. (www.va.gov/vaforms)

The completion packet requires a Certificate of Immunization. What is that?
(This section is only for students attending the academy on the AASU campus. Students applying for other academies may take the distance learning exemption located on the second page of your form.)

Applicant must submit a University System of Georgia Certificate of Immunization form (sections A, B, and C; applicants 18 and younger must also complete section D.) You may submit a copy of your childhood or military shot records as proof of immunization. Otherwise, have a physician complete the form at the time of immunization. Your county health department can also provide the required immunization and complete the form for you.

Can I apply on-line?
No. Basic Law Enforcement Certificate Program candidates must apply through the Center for Justice Administration (see contact information below) at Armstrong Atlantic State University. Applying on-line through the Armstrong Atlantic State University or the Federal government financial aid web sites will prevent your application from being processed for this program.

How do I check on my admissions status after I send my packet to the Center for Justice Administration?

You should also check your email frequently for important messages regarding your application.

Will I receive any college credit upon completion?
Yes. You will receive 3 semester hours of credit at Armstrong Atlantic State University.

When is my application packet due?
Armstrong Atlantic State University must receive your completed packet a minimum of 30 days prior to the start date of the academy to which you have applied. This includes all transcripts and other required documents. We will email you and your academy when you application is approved.

How will I get my tuition?
Your academy will contact us regarding your tuition. Your academy will contact you regarding your start date.

HOPE Scholarship and Grant Program
Summary of Changes
Eff. June, 2004


Note: These changes only affect students who have attended school in the past on the HOPE Scholarship or Grant.

HOPE Grant Paid-Hours Limit
  • The HOPE Grant Paid-Hours limit is determined by totaling only the hours for which a student received HOPE Grant payment.
  • Hours for which a student received HOPE Grant payment prior to Summer term 2003 are not counted as Paid-Hours for the HOPE Grant limit.
  • Hours for which a student received HOPE Grant payment for Summer term 2003, Fall term 2003, Winter term 2004, Spring term 2004, and Summer term 2004 are counted as Paid-Hours for the HOPE Grant limit.
  • Students are eligible for HOPE Grant payment for a maximum of 95 quarter hours or 63 semester hours.


HOPE Scholarship and Grant Combined Paid-Hours Limit
  • Hours for which HOPE Scholarship funds were paid will be tracked from the beginning of the program, which was Fall term 1993.
  • Students are eligible for combined payment (scholarship and grant) for a maximum of 190 quarter hours or 127 semester hours.
  • If a student earns a HOPE funded bachelor's degree before reaching the Combined Paid-Hours limit, he or she is ineligible to receive further HOPE Scholarship payment.
  • If a student reaches the Combined Paid-Hours limit before reaching the HOPE Grant Paid-Hours limit, he or she is ineligible to receive further HOPE Grant payment.

If you would like to know if you are eligible for continued HOPE funds, contact the financial aid office at the Georgia school(s) you have attended to inquire about HOPE paid-hours.
